TransparencyFinancial Management Service (FMS) Start- Up Funding

Regional Centers are soliciting proposals for the development of new or the expansion of existing Financial Management Service (FMS) businesses resulting in growth in the capacity of FMS providers across the state. It is the intent of the Regional Centers to support the development of FMS services that are accessible, responsive, and transparent through the use of both technology and culturally competent human resources. Every Regional Center community is in need of expanded FMS resources to support the implementation of the SDP to expand equitable access to restored Social Recreational services and other Participant-Directed Services (PDS) and to support access to employment opportunities through the CIE/PIP program.
The FMS will be delivered Statewide through three separate regional service areas (South, Central, and North). An FMS service provider will be selected for each region. Note: An FMS service provider may be selected to provide the service in more than one region. Each region will independently select an FMS service provider for their respective region.
Interested parties are invited to submit a proposal in accordance with the specifications contained in the Request for Proposal (RFP). Applicants must submit a proposal to develop a program, including providing relevant documentation of qualifications as specified in the RFP.
Funding is subject to the appropriation of sufficient funds by the Legislature to the Department of Developmental Services (DDS), and by DDS to Regional Center.
Prospective applicants are required to attend a bidder’s conference held virtually on April 30, 2024 at 3:00 p.m.
