Grant Awards
Resource Development Funding
Harbor Regional Center (HRC) is a private non-profit organization under contract with the State of California Department of Developmental Services. HRC is part of a statewide network of 21 Regional Centers responsible for the coordination and development of services to meet the needs of individuals with developmental disabilities. Our service area is located in the southern and southwestern L.A. County, and includes Torrance, Harbor, Bellflower, and Long Beach health districts.
HRC evaluates the resource needs of our clients and the business needs of our Center on an ongoing basis, and periodically invites prospective service providers to submit proposals.We thank all potential service providers for their interest in these projects or future specialized development and requests for proposals.
HRC 2020 Community Resource Development Planning – RFP Awards
In 2019, we identified priorities for resource development. The Department of Developmental Services approved 2019-20 Community Resource Development Funding for these services.
The following service providers were awarded these Community Placement Plan/Community Resource Development Program project grants:
Specialized Licensed Homes – Awarded to Person Centered Options, LLC.
Harbor Regional Center, in collaboration with Regional Center of Orange County and the Southern California Integrated Health and Living Project (SCHILP), obtained proposals for the development of specialized resources for individuals with intellectual and developmental disabilities with co-occurring mental health conditions, who resided in locked and restrictive settings including, but not limited to, IMDs, Out-of-State facilities, or at risk of placement into an institutional setting.

Specialized Supported Living Services – No applicants/Award reverted to DDS
Harbor Regional Center requested proposals for the development of a specialized Supported Living Service to serve clients with a variety of mental health, behavioral or health challenges, including individuals that are transitioning from Porterville Developmental Center Secure Treatment Program, or those requiring a community living alternative for deflection due to involvement with the criminal justice system, and/or affected by repeated psychiatric hospitalizations.

Intensive Employment Adult Day Services – Awarded to Social Vocational Services, Inc.
Harbor Regional Center obtained proposals for the development of an Intensive Employment Services program for individuals who exhibit significant behavioral challenges and/or co-occurring mental illness. These Individuals are transitioning from Porterville Developmental Center Secure Treatment Program, are court involved, or are at risk for forensic involvement. Emphasis shall be placed on employment services and life skills development.

2019 Community Resource Development Contract Awards
Supported Living Services $150,000
National Mentor HealthCare, Inc.
Harbor Regional Center (HRC) in collaboration with the Southern California Integrated Health and Living Project (SCIHLP) to develop specialized supported living services for individuals who are in need of intermittent skilled nursing services due to complex health conditions.
Crisis Intervention Services $225,000
CBEM, LLC.
Development of a Crisis Intervention Service for people who are at risk of being moved from their family home, or other living environment into a more restrictive setting. The service will support and stabilize individuals who are in crisis in order to maintain their current living situation and prevent moving to a more restrictive setting.
2018 Community Resource Development Contract Awards
Mental Health Community Clinic $300,000
The R.O.A.D.S. Foundation, Inc
Development of a community clinic that will focus on primary care, psychiatric care and mental health services for individuals with mental health and/or behavioral challenges who ar either moving from a state developmental center or at risk of moving into an institution.
Adult Day Activities $150,000
ICAN California
Development of specialized Community Inclusion Center day activity services that provides services for individuals who are moving from a state developmental center or are at risk of moving into an institutional setting.

David’s Place, LLC.--$150,000
One specialized employment supports and services day programs for individuals with developmental disabilities who also present with significant behavioral challenges as well as co-occurring mental health diagnoses
Adult Day Program
Dungarvin California, LLC--$150,000 for the development of one adult day program
Licensed Homes
Easter Seals Southern California--$600,000
Three homes with specialized medical services for up to three individuals who are either moving from a state developmental center or are at risk of moving into an institution.

Memorial Psychiatric Health Services, Inc.- $150,000
One specialized behavioral/mental health services for individuals with developmental disabilities who also present with significant behavioral challenges as well as co-occurring mental health diagnoses

CPES California - $200,000 per home
Two homes with specialized behavioral/mental health services for up to three individuals who are moving a state developmental center or at risk of moving into a state developmental cente
