Requests for Proposals

Harbor Regional Center (HRC) is a private non-profit organization under contract with the State of California Department of Developmental Services. HRC is part of a statewide network of 21 Regional Centers responsible for the coordination and development of services to meet the needs of individuals with developmental disabilities. Our service area is located in the southern and southwestern L.A. County, and includes Torrance, Harbor, Bellflower, and Long Beach health districts.

HRC evaluates the resource needs of our clients and the business needs of our Center on an ongoing basis, and periodically invites prospective service providers to submit proposals.We thank all potential service providers for their interest in these projects or future specialized development and requests for proposals.

Harbor Regional Center - Phone System

Harbor Regional Center will contract with a vendor for the purchase of a phone system or service to replace an existing Nortel CS1000 phone switch and Call Pilot voicemail system. The system will consist of a phone system design for two sites, implementation, and training of HRC staff. The selected phone system vendor will engage with HRC management in the development of the project plan, designs, recommendations on scope, schedule, and phasing.

The Frank D. Lanterman Regional Center in partnership with the Southern California Integrated Health and Living Project (SCIHLP) is seeking proposals to develop a specialized PICA resource to fulfill the regional center’s Community Placement Plan (CPP) and the closure of the Fairview Developmental Center (FDC). FDC clients must be relocated into community living arrangements that are equipped to sustain their long-term success. The target population consists of adult individuals, age 18-59 who currently reside in FDC and/or in other community living options. Download RFP

Mental Health/Behavioral Day Program

Memorial Psychiatric Health Services, Inc.- $150,000
One specialized behavioral/mental health services for individuals with developmental disabilities who also present with significant behavioral challenges as well as co-occurring mental health diagnoses

Licensed Homes

CPES California - $200,000 per home
Two homes with specialized behavioral/mental health services for up to three individuals who are moving a state developmental center or at risk of moving into a state developmental cente

Plaza de Madrid, Inc. - $300,000 to develop two 3 person homes.

Ambitions CA, Inc. - $300,000 to develop two 3 person homes

Aacres CA, LLC - $300,000 to develop two 3 person homes

Specialized Behavioral and Mental Health Services

Aacres CA, LLC - In addition, The Southern California Integrated Health and Living Project (a collaborative of Southern California Regional Centers) awarded $450,000 to develop two 3 person homes.

Supported Living Services

National Mentor HealthCare, Inc. - In addition, the Southern California Integrated Health and Living Project (a collaborative of Southern California Regional Centers) awarded $200,000 to develop a supported living arrangement and services.

In 2013 Harbor Regional Center requested proposals to develop services for people with developmental disabilities who are

  • are having challenging behaviors.

Adult Day Activities

Social Vocational Services - $100,000 to develop a day program.

Cole Vocational Services - $100,000 to develop a day program.

Licensed Homes

Aacres-California - $150,000 to develop a licensed three person home.

Ambitions - California - $150,000 to develop a licensed three person home.

2012 Contract Awards

Dungarvin - $150,000 for the development of two day programs

Mentor Healthcare - $150,000 for the development of two day programs

Mentor Healthcare - $75,000 to develop one 3 person licensed home

HCRS - $150,000 to develop two 3 person licensed homes.

HOPE - $1,475,000 to purchase and renovate four homes to be leased as licensed homes.

In addition, the Southern California Integrated Health and Living Project (a collaborative of Southern California Regional Centers) awarded $150,000 to Ambitions-California for a day program.
