The Client Services Manager, under direction of the Department of Children & Adolescent Services Director, is responsible for managing the successful delivery of services and supports for our clients with developmental disabilities and their families, pursuant to the provisions of the Lanterman Act as well as the policies established by the Harbor Regional Center Board of Trustees.

Examples of responsibilities and functions include the following:

Provides leadership and management for a team of Service Coordinators and one Team Assistant, to ensure clients and their families receive services and supports in accordance with the provisions of the Lanterman Act and the policies and procedures established by Harbor Regional Center.

Participates in the recruitment, interviewing and hiring process for direct reports; assigns work and reviews progress; evaluates performances.

Develops expertise among team members through coaching and modeling and by providing and promoting continuous learning opportunities.

Builds relationships and partnerships with community-based resources serving people with developmental disabilities and their families including, but not limited to, schools and other publicly funded organizations, direct service providers, managed care organizations, professional organizations, etc.

Facilitates problem-solving in complex circumstances; meets with families, clients and direct service providers to resolve potential conflicts.

Maintains knowledge of current social work/service coordination practices as well as the laws and regulations applicable to the field of developmental disabilities.

Ensures that all significant activities on behalf of clients and families are properly and comprehensively documented and otherwise ensures compliance with the requirements of the funding source as well as the expectations specified in the Center’s policies and procedures.

Maintains confidentiality regarding clients and families in compliance with HIPAA regulations and Regional Center policies.

Minimum Qualifications

Knowledge and skills:

Demonstrated managerial skills; strong problem-solving skills and demonstrated ability to apply independent judgment in critical situations; conflict resolution skills.

Enthusiastic commitment to the vision, mission and core values of the Center as well as compassion and respect for all clients and their families.

Experience working with families from diverse cultural, linguistic and socioeconomic backgrounds; an understanding of family systems and human dynamics.

Familiarity with the laws and regulations governing services and supports for people with developmental disabilities; especially including the Lanterman Act, the Individuals with Disabilities Education Act and related regulations.

Familiarity with the various community-based resources available to serve people with developmental disabilities.

Effective oral and written communication skills.

Bilingual (Spanish preferred but not required).

Training skills including curriculum development and implementation.

Adaptable multi-tasking skills, with the ability to control and move forward on several priorities simultaneously including switching priorities as required without losing momentum.

Capacity to be flexible and work in a changing environment.

Computer skills sufficient to meet production demands of the job including Microsoft Office.

Availability/flexibility to work varied hours including occasional evenings and weekends.

Education and experience:

A master’s degree in social work, psychology or related human services discipline and not less than two years’ experience working in programs providing services for individuals with developmental disabilities. A valid California driver’s license, current automobile insurance, adequate transportation and a driving record acceptable to the organization and/or its insurance carrier.

Other Requirement:

Starting Salary Range: $78,291 – $87,183
