In 2017, the Lanterman Act was amended to allow the Department of Developmental Services (DDS) to provide funding for Regional Centers to develop resources to address unmet needs in their community with certain guidelines (WIC Sections 4418.25 & 4679). This is considered Community Resource Development Plan/Community Placement Plan (CRDP/CPP) funding.
To reduce disparities and improve overall access to services for individuals and families within the Harbor Regional Center catchment area, all services and service providers are expected to develop and provide services to our diverse populations, including, but not limited to, culturally and linguistically diverse populations.
Based on Harbor Regional Center’s community and stakeholder input, the following priority areas have been identified for Fiscal Year (FY) 2025-2026 projects:
The development of two customizable Level 7 Adult Residential Facilities, with the ability to support individuals with behavioral and mental health needs.
The development of a community-based Infant Development Program where the primary location of training occurs in the individual’s place of residence or natural environment. The service will be developed for infants and children between approximately 18 and 36 months of age who have been found eligible for early start services. The intervention and training activities should promote development in all of the following areas according to the basic principles of child growth and development: physical development, cognitive development, language and speech development, psychosocial development, and self-help and feeding.
The expansion of an electronic roommate matching service, currently in use in Northern California, to serve individuals served by Regional Centers in Los Angeles County, with the intent of collaboration between neighboring Regional Centers.
The development of a training curriculum and an online resource platform for the purpose of ensuring that Harbor’s Service Provider Community is equipped and well-resourced to support individuals with mental health needs.
