2021 Community Resource Development Contract Awards
In 2020/2021, we identified priorities for resource development.
The Department of Developmental Services approved 2021-2022
Community Resource Development Funding for these services.
The following service providers were awarded these Community
Placement Plan/Community Resource Development Program project

1. INFANT DEVELOPMENT PROGRAM (proposed for Norwalk /
Bellflower Area) – Awarded to Apple Tree Early Intervention
Center
The Early Intervention Site based program will serve up to 50
children from ages 18 months-3 years in the North Eastern part of
the HRC Service Area. This program will provide an infant
development program to Early Start children identified with
moderate to severe developmental delays. Staff will have language
capacity to serve Spanish-speaking families. See RFP Below.
2. DENTAL SERVICES – Awarded to UCLA School of Dentistry
The Dental Project will serve HRC children and adults who are
without adequate access to dental health resources and may
benefit from a community-based resource. The project will use
funding to collaborate with a local health clinic or dental group
to provide dental sensitivity training, non-anesthesia dental
services, and periodontal maintenance for HRC clients.
3. SPECIALIZED SUPPORTED LIVING SERVICES – Awarded to Providers
Modern Support Services
The Specialized Supported Living Services will serve 15
individuals transitioning from Porterville Secure Treatment
Program or requiring a community living alternative for
deflection due to involvement with the criminal justice system
and/or affected by repeated psychiatric hospitalizations. Startup
will include extensive transition services and specialized
training for staff to support individuals who may have
co-occurring mental health issues or present with serious
behavioral challenges that jeopardize living arrangements and can
result in homelessness.
4. LOS ANGELES COUNTY REGIONAL CENTERS: TECHNOLOGY LENDING
LIBRARY – Awarded to Easter Seals of Southern California
During the ongoing pandemic, it has become evident that a portion
of individuals and families services by the Los Angeles County
Regional Centers have been unable to access services and supports
due to not having access to appropriate technology. The LAC
Regional Centers recognize these technological services will
still be needed after the pandemic. The Technology Lending
Library will increase access to remote and virtual services for
individuals and families by providing eligible participants with
tablets and/or laptops, data service, and technical support so
that they can better access remote services as providers innovate
alternative and remote ways to deliver services such as ABA, ILS,
Early Start Services and other day services. The contracted
provider will purchase hardware, software, and data service, as
well as provide technical support, including adapting equipment
that may be needed by some individuals. The provider will also
develop a system for on-going billing purposes and to track
devices and support requests. The LAC Regional Centers will
identify those served who are most in need of this service in
order to receive remote and/or alternate day activities/services
delivery. The contracted provider(s) will be responsible to
develop a protocol and agreement for the loan of the equipment to
the participants and may coordinate with regional center
non-residential and transportation agencies for its delivery to
each participant and for pick-up of returned or damaged devices.
5. COMMUNITY-BASED CRISIS INTERVENTION SYSTEM – Awarded to The
Center for START Services
The START Model is a research-based model of community-based
crisis prevention & intervention services for individuals 6 and
older with intellectual and developmental disabilities and mental
health needs. The Center for START Services (CSS) at the
University of New Hampshire Institute on Disability/UCED is an
organization of experts in the mental health aspects of
intellectual and developmental disabilities who develop
innovative MHIDD training programs, conduct research, and
facilitate the development of START programs across the
country.

Specialized Licensed Homes – Awarded to Person Centered
Options, LLC.
Harbor Regional Center, in collaboration with Regional Center of
Orange County and the Southern California Integrated Health and
Living Project (SCHILP), obtained proposals for the development
of specialized resources for individuals with intellectual and
developmental disabilities with co-occurring mental health
conditions, who resided in locked and restrictive settings
including, but not limited to, IMDs, Out-of-State facilities, or
at risk of placement into an institutional setting.
Specialized Supported Living Services – No applicants/Award
reverted to DDS
Harbor Regional Center requested proposals for the development of
a specialized Supported Living Service to serve clients with a
variety of mental health, behavioral or health challenges,
including individuals that are transitioning from Porterville
Developmental Center Secure Treatment Program, or those requiring
a community living alternative for deflection due to involvement
with the criminal justice system, and/or affected by repeated
psychiatric hospitalizations.
Intensive Employment Adult Day Services – Awarded
to Social Vocational Services, Inc.
Harbor Regional Center obtained proposals for the development of
an Intensive Employment Services program for individuals who
exhibit significant behavioral challenges and/or co-occurring
mental illness. These Individuals are transitioning from
Porterville Developmental Center Secure Treatment Program, are
court involved, or are at risk for forensic involvement. Emphasis
shall be placed on employment services and life skills
development.
2019 Community Resource Development Contract Awards
Crisis Intervention Services $225,000
CBEM, LLC.
Development of a Crisis Intervention Service for people who are
at risk of being moved from their family home, or other living
environment into a more restrictive setting. The service will
support and stabilize individuals who are in crisis in order to
maintain their current living situation and prevent moving to a
more restrictive setting.
The period for submission of proposals for development of the
resources identified above closed Monday, December 2nd,
2019. Grant awards will be announced here in 2020.
2018 Community Resource Development Contract Awards
Mental Health Community Clinic $300,000
The R.O.A.D.S. Foundation, Inc
Development of a community clinic that will focus on primary
care, psychiatric care and mental health services for individuals
with mental health and/or behavioral challenges who ar either
moving from a state developmental center or at risk of moving
into an institution.
Adult Day Activities $150,000
ICAN California
Development of specialized Community Inclusion Center day
activity services that provides services for individuals who are
moving from a state developmental center or are at risk of moving
into an institutional setting.

David’s Place, LLC.–$150,000
One specialized employment supports and services day programs for
individuals with developmental disabilities who also present with
significant behavioral challenges as well as co-occurring mental
health diagnoses

Dungarvin California, LLC–$150,000 for the development of one
adult day program
Licensed Homes
Easter Seals Southern California–$600,000
Three homes with specialized medical services for up to three
individuals who are either moving from a state developmental
center or are at risk of moving into an institution.

Memorial Psychiatric Health Services, Inc.- $150,000
One specialized behavioral/mental health services for individuals
with developmental disabilities who also present with significant
behavioral challenges as well as co-occurring mental health

up to three individuals who are moving a state developmental
