Responsible for:

  • Audit and review functions working with HRC’s service providers, as well as Administration, Community Services, and Client Services staff.

Fiscal Reviews:

1. Every fiscal year, the regional center is required to conduct a minimum number of fiscal reviews in specific categories. The Fiscal Monitor assists in developing the plan to meet this requirement and ensures that the reviews are completed in a timely manner.

2. Reviews are conducted to verify that service providers’

  • billings submitted are supported by attendance records,
  • staffing ratios and consultant hours are in accordance with approved service levels and required qualifications,
  • the handling of residents’ Personal and Incidental funds are in accordance with application regulations under the California Code of Regulations (CCR) Title 17 and Title 22, and
  • Contract compliance and/or implementation of program design.

3. Reviews may include on-site visits to review staffing and records, and to interview participants and staff as needed.

4. Produces reports based on fiscal reviews disclosing findings and making recommendations for improvement.

5. Prepares annual reports for the Department of Developmental Services (DDS).

SERVICE PROVIDER FINANCIAL REVIEWS/AUDITS:

6. Certain service providers are required to obtain an independent review or audit depending on funding level. The Fiscal Monitor oversees and tracks this requirement.

7. Notifies service providers of the requirement.

8. Maintains communication with service coordination and community services management.

9. Receives and reviews audits and notifies the Chief Financial Officer and/or Director of Community Services of any questions or concerns.  If there are issues that directly or indirectly impact regional center services, may request a plan of resolution.

10. Provides DDS with required reports.

TRAINING:

11. Conducts training and provides technical assistance for service providers and HRC staff as needed.

OTHER:

12. Assists with projects that are agency-wide or cross departments requiring analysis of financial data.

14. Attends and participates in team and department meetings.

15. Maintains absolute confidentiality regarding service providers, clients, and families in compliance with HIPAA regulations and Regional Center policies.

ENVIRONMENTAL / PHYSICAL ACTIVITY

The incumbent is in a non-confined setting in which they are free to move about at will. The environment for this position is mostly clean and comfortable but may include some minor annoyances such as noise, odors, drafts, etc.                                                                                                 

In the course of performing this work, the incumbent will also be required to travel via personal vehicle or public transportation to service providers as needed.  The incumbent:

  • Will spend time sitting, utilizing the computer.
  • Will spend time standing/walking throughout the facilities.
  • May lift up to 15 lbs. periodically.  If more, the incumbent must request assistance.
  • May stoop or stretch to access file cabinets, shelves.

The individual in this position may operate any standard office equipment including telephones, copy machines, scanning equipment, computer peripheral equipment, etc.

POSITION REQUIREMENTS

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this job.  Individual abilities may result in some deviation from these guidelines.

To perform effectively in this position, the incumbent must have:

  • A bachelor’s degree in accounting, business administration, social work or similar human services discipline.
  • Two years experience.
  • A comprehensive working knowledge of the laws and regulations associated with Regional Center clients and services (i.e. Title 22 and Title 17 Regulations governing community care and those with developmental disabilities).
  • Very effective oral and written communication skills including the ability to write reports that may be interpreted within the legal system.
  • Strong analytical skills and ability to present complex data to a non-financial audience.
  • Ability to be flexible and work in a changing environment.
  • Computer skills sufficient to meet production demands of the job including Microsoft Office (Excel), UFS (DDS Accounting System), Laserfiche, and VirtualCHART software.
  • Knowledge of emergency procedures of the Regional Center.
  • Ability to model positive behaviors and Regional Center values.
  • Current California driver license and State-required insurance required when using personal vehicle on Center business and a driving record acceptable to the organization and/or its insurance carrier.

Starting Salary Range: $31.05 to $34.56 per hour
